Energy Minister Piyush Goyal launches Energy Conservation Building Code 2017

Energy Conservation Building Code 2017 is being launched by Piyush Goyal, Minister of State (I/C) for Power, Coal, New & Renewable Energy and Mines on 19th June, 2017 at 2:30 PM in New Delhi.

The Energy Conservation Building Code (ECBC), was launched by Ministry of Power, Government of India in May 2007, as a first step towards promoting energy efficiency in the building sector. The ECBC was developed by an Expert Committee which was set up by India’s Bureau of Energy Efficiency. This Committee was supported and guided by United States Agency for International Development (USAID).

Energy Conservation Building Codes (ECBC) are cornerstone of India’s Sustainable Development Goals. The Salient features of ECBC 2017 include:

  • Reduced Electricity Consumption
  • Renewable energy integration
  • Flexibility for designers
  • Incremental energy efficiency performance levels

The ECBC provides design norms for:

  • Building envelope, including thermal performance requirements for walls, roofs, and windows
  • Lighting system, including daylighting
  • HVAC system, including energy performance of chillers and air distribution systems;
  • Electrical system
  • Water heating and pumping systems

The successful implementation of the code requires development of compliance procedures, which include compliance forms and development of field-test compliance forms and procedures. It provides three options for compliance:

  • Compliance with the performance requirements for each subsystem and system
  • Compliance with the performance requirements of each system, but with tradeoffs between subsystems
  • Building-level performance compliance
